Maybe ask in the Geforce forums how you can fix this.

In Geforce Now, you go directly to loading the game. You don't have access to the Steam page. So you can't get to the properties, and then to launch parameters.

the console commands are there for mod developers and they're not going to be removed, the console is disabled by default on servers and so are the cheats so stop crying.
Changing the launch options to enable console takes less than a minute, pretty muuch a copy / paste.
just deal with it al;ready.
If this is the road that Valheim will be going down, Ill pass and play something else... sure, its a easy fix and doesnt take long, etc, etc... its the principal behind doing this that makes absolutely no sense at all, at least to me... am I wrong?

Why? Don;t you launch your own steam games on geforce now?
Steam launch parameters are saved in steam client on your computer. When you launch a game through Geforce Now you're logging to your account in steam client on Nvidia servers. There was an option to launch steam client itself (and you could set the parameters and launch the game from there) instead of just a game before but that was taken down because some "bug" (probably someone found a way how to launch unsupported games).
