Feature Request: Rally Horn item and proximity voice chat

Okay so a lot of people use Ventrilo, or Mumble, or Discord, but not everybody. Some people have a single monitor and some community servers don't know all their players.

The "Rally Horn" - An in-game item that is heard within a very large radius, putting a marker on the map for a minute or two for those that heard it.

Proximity chat - it is as the name implies. Maybe have a whisper alt for sneaking.

I submit this request without explicitly requesting text chat. We already have player location options on the in-game map itself. I think there is value in leaving out text chat, except for, of course, the speaking-impaired. So, text chat might be a good thing to have overall so all players from all relevant ability backgrounds can equally contribute. The rally horn item is more or less a way to work around not having text chat, like, "hey, come here, all who hear!"
