Make sure there are no gaps in the coverage area.
You may have a glitch or bug. It seems to work for me. Also, why would you keep 5k eyes if you don't want them? Just toss them in the ocean, or outside your workbench radius. They'll despawn eventually.
Using the hoe on the ground does nothing. Some other things are said to work, like a bonfire or torch, but the only two things that I know to prevent enemy spawns are the ward and the workbench. 20m radius for both. Ward also prevents NPC damage and that radius is a bit larger for that effect. It can be toggled on and off.
You have to make sure the radius of each overlaps. If you leave even a small gap there could be a spawn. This also does not prevent an enemy from spawning just outside the radius and walking in. I also read that sometimes there are invisible or hidden spawners and that can cause issues with the anti-spawn effects.

I have workbenches underneath each corner watchtower, and a small shed half way along each side of the palisade with another workbench.
Have had zero mobs spawn inside my perimeter since I completed the build.
I like to dig holes along my paths, place workbenches in them, place stone foundations over, and then make a lil rest area with a table and some benches, or something similar.
You can be creative and cover the holes with whatever you want. Is also nice having workbenches covering all of your area so you rarely have to worry about placing a workbench to build something.
