The big thing about mountain is its often in the middle of plains.
And then there are different sizes of mountains, some of which are huge and make others look like small hills by comparison.
If you're hunting for silver, look for the larger mountains and then get to the summit areas. That is usually where your wishbone will start pinging. The presence of a Stone Golem is also a good indication that you're in the right area ;)
In terms of the world map, travel out from the centre, past the black forests and then past the swamps and then look to the horizon for large peaks when you've travelled at least halfway to the map edge.
Keep searching and you'll find it even if you have to travel far and wide ;)
PS. finding silver was much easier than finding the vegvisir stones which pinpointed the location of Moder. That took me at least 11 mountains before I found one.

So even if it's RNG...it's expected that you'll have to travel far to reach mountains?
There's no way to know unless you either explore or use some sort of map tool to find what you're looking for. It's the same in any game with these randomly generated maps like Terraria, Minecraft, Don't Starve etc.
