Grinding Wheel won't unlock

I'm at end game, have discovered all ore, have stonecutter table and have used it to create a sharpening stone. I have no option to create a Grinding wheel in my hammer crafting menu: https://imgur.com/c0wj2FR

Any ideas?

put the wheel in storage log out and back in then pick up the wheel again or make another one.

solved, looks like the recipe progression may have been blocked by a mod. I'd tried putting down the wheel/picking up again as well as in/out of storage. Disabling mods, relogging and then picking up a sharpening stone unlocked the recipe.
