Workbench stuck at level 3

for some reason even when i have 3 upgrades at the moment;
Chopping block
Tanning rack
and adze
(No obsidian, no tool shelf)

I am well into the iron age and i have had it upgraded to level 4 before. Rebuilding these upgrades or workbench does not level it up.
Any ideas?

With 3 upgrades it should be level 4. Probably one of the items is too far away from the workbench to work properly.

I agree ... this is likely to occur if you remove the workbench and re-place it. This is the only scenario where you might have disconnected upgrades.

Upgrades need to be within a certain distance.
If "connected" you will see a dotted line light up.
Probably one of the parts is not properly associating with it.
Deconstruct the upgrades and replace them watching for connection line.

The tanning rack was few inches too far after reconstructing workbench just a bit closer to the wall

You can "sink" the tanning rack into the wall and put some items under or above the work station to get a better more compact design.

This is not KSP! No part clipping...
Well, except wood piles! Or maybe also rock formations... and chests and shelves, of course. Pretty much anything goes but my tanning rack will be by the fire
