Actually, I say mod but I think it was more like hacking instructions for modifying the offending .dll file yourself. Not sure it was ever released as a simple plugin.
It sounds like more of a hassle than it is when you type it out, but when I get back from wherever/whatever, everything will be smelted and all the coal will be used, ready for another round.
And of course, you can always just get the mod that fixes the ratio and skip all that.

What in the world haha? No, it doesn't seem intended, and it doesn't make sense either, because if a crazy homeless man could just make a smelter out of his pocket in a fraction of a day then obviously he'd just make the smelter so that he wouldn't have to mind it to completely discharge its contents. All this is doing is adding an element of (admittedly negligible in my opinion) jank to the game. It's like looking at an appendix or a coccyx or earlobes and going "god don't make no trash"
