2: get the tar from a other seed (good old worldhopping)
If you scoutet the whole map, and you dont want to use worldhopping or even the console, then yes

its a standard implementation and one they made very clear in all their posts!
new content will only generate in newly discovered areas.
so your old world will generate all new content in unexplored areas (anywhere outside of 500m exploration)
they cant win either way; either your old world works but you have to explore (WWWAaaaaaaaa im not happy because i have to work for new content)
or
your old world is essentially dead as all new content will only spawn in new seeds (wWWWWAAAaaaaaaa im not happy because my old world wont work and ive lost all my building)
cant have it both ways....and the way they have implemented the updates; and most previous ones and by the sound of it most upcoming ones is a simple solution that will allow current players to keep their builds in the majority of cases

Will keep exploring, but is the tar really important? Would like to use the new wood structures (not interested in the jacuzzi), is there any other use?
For me it was the black metal chest. It's got soooooo much room and I have an abundance of black metal.
Given there are already third party tools to roll back exploration of older saves or transfer your buildings to new worlds, I say IG made the right call focusing their efforts on core engine upgrades.
