Report a translation problem
Does it happen every time you try the mission? If so, would it be possible after you clear the map, for you to follow the steps in the bugs thread to save the game's logs and email them through? That will hopefully help narrow down the issue!
Also, if you happen to be able to record a video of this happening (arrest Shaun, hold tab to check the objectives and see that the Shaun objective isn't completed, and then open the console) that could also be really helpful in figuring out what's wrong!

I tried the mission two or three times yesterday and gave up to look around and see if anyone else had encountered the same issue. I opened it today after work to record the footage and it worked the first time.
Well, the first time I was able to apprehend him, anyway. The first time I flash banged myself. The second time no one looked at the flash bang and I opened the door to get shot. The third time I got caught and shot Shaun Piper, which failed the mission. So the fourth time.
Couldn't tell you what triggered either behavior, but it appears to be working now. Guess I should have tried turning it off and back on again.
We did everything but it wasn't considered complete - the only difference between our first and second run through was on our first, he was alerted to us but we tased him to submission, and the second time we threw a flashbang through a window and rushed him before he was warned we were there.
