It is as follows:
"We've received quite some reports from Meta Quest players having their hands being stuck when starting up RUMBLE.
Our apologies for the inconvenience first of all. We're going to work on solving this issue permanently for the native Meta Quest Link client, but for now we have a workaround for you.
This workaround can be found on our Troubleshooting Help Page right here (below the header "My controllers aren't being tracked in the game. / The game freezes after measuring."): https://store.steampowered.com/news/app/890550/view/3645152842265830952?l=english
Don't want to go there? Hereby the steps as described on the page:
Install Steam Link for your Meta device and then play RUMBLE with that:

2.
a. Register as a Meta developer. You can do it with this manual from Meta: https://developers.facebook.com/docs/development/register/
b. After your registration, you can go to your Meta Quest Link client.
c. Go to "Settings" -> "Beta"
d. Toggle on "Developer runtime features". This should let the hands work again. "
I trust they'll have a hotfix patch out soon.
Just in case anyone here is having similar symptoms, there is another issue through steam vr that causes the controllers/hands to not be tracked in game.
In the SteamVR settings under the Video tab you can turn off an option called some like "Pause VR while headset is idle." Tho this issue mainly affects Index users, I thought I'd mention it since they have similar problems.
