There is also an anime and manga adaptation of the first game's plot, that further expand on those events, in case you fall in love with the series and its characters and want more.
It has the biggest cast and most fully voiced side missions.
I'm still playing through Burst Re:Newal and more DLC is on the way for it, so my game time with it is still going up.
But right now, Estival Versus is still top.
Just be aware that there's barely any time given to fully get the know the huge cast of characters by that game.

Doesnt matter what people say - EV is not "the same thing, but with more characters"
You need to struggle through 14 hours of ♥♥♥♥♥♥ fan service before you get to actual plot which is also mediocre. You also dont get any explanation on characters backstory and their relationships in EV. You do in SV
Combat mechanics are complete mess. ♥♥♥♥ ton of broken special moves, which either broken completely and never deal any dmg or often glitch and still dont deal any dmg. Some cool moves from SV were simply cut for no reason.
Every character made slow and weak for absolutely no reason.
EV is trash.
SV is great game.
Didnt play enough time in burst to say anything except that plot seems good.

If you really don't want to start with Burst Re:Newal, then Shinovi Versus is a much better starting point than Estival Versus.
