We haven't finalized how to approach this problem. These are the options, and we are leaning towards number 2 :

2. Or do you think the troll shouldn't be allowed to be a lesser hero?

I think number 3 won out in the end.
My Battle Troll Lesser Hero is Level 5 vs a Level 1 Moss Giant Lesser Hero
That Moss Giant would of clearly won the 1v1 as my troll was going down fast if I had not sent him some help with my Orc grunts so yes among those 3 giants I think Moss Giant comes first then probably the Ogre then the Troll but lets not forget the Hill Giant as well.
in the early mid and late game the Moss Giant Lesser hero has the best potential since he can use items and has a damage overtime with disease. Maybe the Troll will be ok later but I doubt it since no item slots at all except for one as I'll have to see how he develops but I think getting +2 hit points with regeneration does not suffice really for much when considering fighting other giant types that seems to be more dominating especially after seeing my level 5 Troll fight a Level 1 Moss Giant both being lesser heroes and I lost basically so that should say something right there now just think if that Moss Giant had items as well that is what I mean. Also even if the Troll could use more items he'd still be considered the weaker giant type since he already has fire weakness and acid weakness but I know in AD&D they have those weakness types and that is ok but I think that is enough of a nerf right there alone.
Now its time to go for my 3rd hero I am glad they increased the Soul gems needed for each additional hero this was a great feature to put in the game but something to consider as you get more heroes soul gem farming may be easier so maybe after a certain point maybe add that its going to start costing 10 soul gems for each additional cast or more depending at the rate of how fast you can farm for soul gems...
I mean if u got some solid heroes and they can go down deep levels in dungeons kill hundreds of units I could forsee soul gem farming would be easy to get even more heroes faster which in turn might bring some balance issues but time will tell.
If it does become a issue a possible idea is every 3-5 heroes the cost should keep doubling of how many soul gems is needed to add an another hero sounds like it would bring the proper balance.
I know each hero adds 5 soul gems that are needed but at some point maybe it should be 10 soul gems now or 15 or 20 etc something to consider for the mid and later game for large campaign games.
I thinking I just want to save soul gems for Lesser heroes and not make any units a core unless they get to a high level maybe 10 or something which might be a good idea.
However! if you gave the Troll regrowth as a world buff alongside his native regeneration do they stack? If so you now have an unstoppable unit unless it is hit by everything at once. Which is very unlikely given it's max hp and AI behavior.
