There's a humongous store of knowledge and awesome stuff for the game to be found there, as well as one of the greatest communities on the Internet. You'll likely get much better answers to your questions there.
Now, the Private Army attribute can be tweaked by editing the attribute entry itself in the Missions/Scripts directory. I forget which file it's in, but it's one of the FFX ones, I should think. You can also just customize it for any character using it by running the FFX Control Center, selecting the character, and selecting the options you want.
Incidentally, that is probably the answer to the second question you have. A lot of attributes won't work properly unless you run the Control Center which "brands" the different characters so that the game can recognize them for custom stuff.
