The original idea was to base the 3rd game on the bronze age of comic books. The first game was based on the Silver age, and the sequel was based on the Golden age, so 3rd game would've covered the rise of anti-heroes (though Tombstone from VtTR was an early proto-antihero) and political distrust of the heroes. Most likely a rise in brutal vigilante heroes coming on the scene with the rest of the world up in arms and looking harshly at the heroes/villains after the events of VtTR.
With the buzz surrounding the Marvel and DC franchises it would make a ton of sense, even if they started development now that buzz will still be there in 2-3 years. Most superhero games are focussed on action with absolutely no focus on strategy whatsoever. The only concern is, will the over-the-top Silver Age style of Freedom Force appeal or repel the modern super hero fans?
At the time FF was released, the superhero franchises were not mainstream entertainment, so the parody approach used in FF which poked fun at the Silver Age comics had a certain charm for that fan-base but may not appeal to the mass market expectations of today.
