See, I had this game for a very long time, before even steam client were first revealed. Actually, my copy states that minimal reqs are "Windows 95/98/Me", so it was released before XP came. Bug persist through every version, I've checked my non-patched game, which is essentially an original - cursor issue appears there.
I've played it with XP, and it was absolutely fine. I've played this game when 98 was the thing - same, never this bug occured. It occurs on every version, but never happened like 5 years ago. Why now? What changed with Vista and 7, that triggers this bug? It may also explain why developers never fixed it: it's an issue that never occured with OS and hardware of that time.
To fix the fist icon bug do the following:
All you have to do, is find the FF.exe file in the game folder and
right click it, go to properties, compatibility tab,
1. check the box that says
"run in compatability mode" , in the pull down menu select "Win98/ME"
2. check to box to disable visual desktop
3. check to box to disable desktop composition
4. click the OK button
5. Now right click on the STEAM shortcut on your desktop that launches STEAM (not the game shortcut.
6. right click it, go to properties, compatibility tab.
7. check the box that says
"run in compatability mode" , in the pull down menu select "XP service pack 3".
8. click the OK button

*IMPORTANT*. EXIT steam, make sure you right click close steam thats is still running on your system tray or the changes won't take affect.
Now when you launch steam it will be in xp compatibilty mode, which will allow you to launch freedom force in win 98/ME mode to play the game without the fist bug on newer video cards / newer OSes.

Pressing the upper left corner of the 'New campaign' button allows me to play normally.
It works with 32bit resolutions, too. Specifically 1920x1080x32.
I've been playing the game since it released and I just experienced this bug for the first time on my new PC running Windows 8.1 Update 1.
I. head to your game library
II. right click on the game and click "properties"
III. there should be a tab that says "Local Files" click it an then click on "browse local files" and it should send you to the games files and it should be the fforce application.
Tried FF 3rd Riech, fine during the two minutes I tested it.
Oh well.
