Finally got the game to run.
After getting an error message every time I tried to start Snooker 19 (the following components are required to run this program: Microsoft Visual C ++ 2015 Runtime) I've finally got he game running on my Windows 7 PC.

Decided a complete reinstall to factory setting might help .. after saving everything of course.

I think the problem was that service pack 1 couldn't be installed before., it always failed to update for some reason.
After the fresh install I was able to update to SP1 and install the 2015 Runtime needed.

I restored Snooker 19 from a backup and managed to get it running after a while.
Needed to install recent NVIDIA 381.65 drivers, as I got a couple of error messages with the older 327.23 drivers I had installed. My graphics card is a Geforce GTX 650.

The only problem I have now is the balls don't run smoothly, which probably need a few tweaks in control panel and general settings in the game. There are a lot of extra options in the 381.65 control panel I'm not used to.
Any suggestions to improve the ball stuttering / smoothness of the game would be helpful. Thanks.

I have the same problem and I think this is a game glitch. I run a GTX1050Ti card and still get this. Hopefully the developers will take heed.

Yeah I have laggy gameplay as well and I'm on console so it's a game issue.

Make sure real time reflections are turned off in game settings, this turned on brings about ball run stutter on my rig.
