The only way to stop decoys to overrun your PD is to stop the missile bevor they are deployed or have some softkill and dodge moves ready.
Also the Scryer modul is only for a quick identification. Only one is needed to quickly know if you need to go full stop (wake), turn off your radar (AntiRad) or pray for softkill/jam to work (everything else but EO).

The best way to deal with decoys is to have flak, as the decoys have incredibly low HP and will easily die to flakburst. Alternatively intercepting them before they deploy either via AMM or long range PD options is your best bet.
OSPs shipdecoys are easy to defeat... just send out one cheap missile. The missiles sensors will lift the fog of war and show its true nature... somehow...
One mimics a ship (shuttle or liner) the other fires out decoys like other missiles.
