In my opinion, it would be the one that can make you go 50% faster when your shield's down.

I like anything that gives you more ammo capacity, so you don't have to reload as often mid-fight.

Blood to Salts, I think that's the name. Where you have a 50% chance to get Salts by killing enemys. Less "Booker Catch!" moments.

the best gear is which suits the fight. Brittle-skinned is best for charging Mrs.Comstock, with Burning Halo on. Head master is good for fighting other baddies.

Gotta go with urgent care. I mostly play 1999 mode, and that thing has saved my life so many times it's not even funny.

I like urgent care as well usually i allways wear it, in my last playthru i found winter shield which is great if you like to use the skylines, gives you brief invulnerability when you get on and off them

I just kinda randomly collected this set. It permastuns any enemy. I just took down a Patriot in melee on 1999 :-)
It works especially well in the beginning of the game, with large groups of medium enemies. You get kills fast enough to heal rapidly.
