Actually vigors are, in BaS, there is a recording of Suchong and he mentions Fink looking through a tear and stealing the idea of plasmids. Plasmids were injected and changed your DNA...how exactly vigors work being that genetic technology didn't exist in 1912 is still pretty much up in the air.
Plasmids over vigors. In Bioshock 1 and 2 the plasmids had actual uses for the most part, whereas the vigors are mostly just "powers". Furthermore, in B1 and B2 there were people (splicers) that had and used plasmids whereas in Bioshock Infinite Booker seems to be the only one that uses them. The zelots don't use murder of crows against you...the fireman seem to get their power from their suits and not from vigors. I've never seen anyone use charge, return to sender, or bucking bronco...
I assume that was a very vague way of explaining that while Vigors exist in Columbia they are not at all very popular nor do many people use them. Also those that do, possibly exhibit ill effects such as ADAM withdrawl (assuming Vigors are closely based on Plasmid/Eve/ADAM technology and not a rough experimentation with Quantum Effects like much of Columbia's Technology (I personally had assumed Vigors were a result of Columbia's harnessing of "Tears" and other Quantum Anomolies.)
Also I don't mind the system in Infinite because you can quick select which vigors you want to use rather than having to run to the Gene Bank and having to shuffle them around a bit (not that you had to do that much.) Not to mention that the current system doesn't randomly shuffle your F-Keys when you get a new Vigor.

I would like to point out that Cornelius Slate shows signs of possible side effects from his over use of Shock Jockey (the right hand side of his skull has shock crystals forming in it), so perhaps Vigors are just as poisonous as Splicing, but since Vigors are relatively rare for people to use and the current population of Vigor Users haven't been using them enough, there isn't a large enough change in them vs. Splicers from Rapture (I have noticed that "Crows" have some disfigurement as well.)
Rapture had plasmids centered in their society far more than vigors were featured in Columbia. There, vigors were cool and experimental, and Fink was still figuring them out. In Rapture, plasmids became a centerpiece of the society. It was only natural they'd be used by the people when the Civil War started
(As an aside - by the end of B1 Jack really should just be an extremely powerful splicer with all the plasmids he took, right? But maybe I'm missing something.)
Yea like Slate wasn't insane nor mutated? He had Shock Jockey crystal growing out of his face...He also seemed the only individual to rely heavily on vigors in this game ~compared to Splicers~.
I agree Bellomy summed it up nice, we see the Vigor-fair in the beginning, clearly they are newly introduced into Columbia. And half of Rapture's industry was already evovling/adepting around plasmids for years now. It really seems vigors have the same nasty side effect in the long-end, Columbia isn't that far yet.
Fink used a tear to go to Rapture and steal the idea of plasmids and rename them vigors. So they are pretty much the same, just different style because of the different time periods.
Yeah we've heared that in the main game already but there is no indication to where do they get the materials and what they actually are, and how do they work. Apparently they are producing ADAM out of thin air or are there any slugs in Columbia, haven't seen any.
In some ways Bioshock 2 > Bioshock Infinite. Plus, I miss the little sisters.
There's an explanation for how they work in Burial at Sea, Suchong claims that he could also see Fink through Tears, and that he saw him adding an oxidating agent to the Plasmids making them drinkable, I would assume that also lessens the extent of the damage caused since it's not being injected anymore (meaning, not going straight into your blood, but being digested, that in itself makes a huge difference).
