This is a concession of medium, if they could instagib you then the game would SUCK. That is why they don't.
If it makes you feel better, you are the only one with a shield. It probably protects you. The only reason you can have this shield is because of tears that are there specifically for you.

and you are not the ONLY one, come on, there are the KKK raven guys and the fire ones.
Well to be fair, there are even less people in Bioshock 1 that use these. I mean yes they're deformed due to excessive use of plasmids but if you really think about it, when has a splicer ever used something like incinerate or electrobolt against you? At least in Infinite there are enemies like Ravens and Firemen that make use of some vigors but in the original, not a single enemy really uses a plasmid against you, only guns and the occasional hacked small flying robot thingy. Plus, the vigors are all relativly new so I don't think many people had a chance to overdose yet.
That, plus I wouldn't want to turn on any NPC friends then kill myself in any single player game.
It would be a nightmare. :l
