I lock mine at 60, set everything to ultra dx11, and it never dips.

The game runs like a dream. Hardly stutters at all so I've not fallen foul of the nvidia stutter bug, thankfully.

Otherwise Bioshock Infinite is an art game and is well optimized so gives better FPS rather than most AAA titles.
To all practical purposes VSYNC limits your graphics card to the same fps as your monitor. So in most cases, that's 60fps. If you set VSYNC on then you are limited to 60fps. If it is off then you are faster. There is absolutely no point in setting it off, since your monitor can not display anything above 60fps anyway. People who brag about anything faster are in fact just over-heating their graphics card and achieving nothing but a reduced product lifespan. The only advantage to setting VSYNC off is if you are achieving less than 60fps then there is a small improvement in fps. If you are getting say 30fps then it might be worth switching it off because it happens to gain a few fps if you do. Adaptive VSYNC is a much better idea and if you have that option you should force it. That automatically switches off VSYNC when the fps drops below 60.
And sorry OP but this is always a really dull topic! Two things men always lie about. One is the in-game fps, the other you can guess.
Vsynch just locks the framerate to whatever your monitor's refresh rate is. The standard being 60hz. If your machine isn't beefy enough it will dip to 30Fps since it's locking it. The benefit of using vsync is it reduces screen tearing and framerate fluctuations. If your system is fast enough, turn it on.

So I guess I should keep V-Sync on if it actually helps to elongate my hardware's life.
