There are thousands of different computer configurations to stand for, so optimizing a game for all of those computers can be quite a challenge. However unreal engine is pretty good with it.
As for the .ini fixes, I'm sure a patch is coming which will simply just change the values in the notepad files to what we've already done ourselves, aka increasing the multiplier/decreasing for FOV and sensitivity (basically so we can have higher fovs, and lower sensitivities) I take it the devs don't have too much playtime with pc games on their hands to understand through initial testing that these were clearly going to be issues with hundreds of players.
Not to mention every other bioshock game had the same exact issues, also the only one thing that griped me. Is that they said the game was going to have no mouse filters (aka raw input) but it did, it had mouse filters. Very upset about that
Anyway, I'm sure it will be out soon
All experience hitches and frame stutter. Also tested it on a 560 ti to the 660 ti. The issues continue.
As for stuttering, it's a load-stutter, instead of giving you a loading screen, the game tries to load seamlessly as you run around; however in some areas it just stutters until the loading is finished. No idea what actually causes that but maybe it will be fixed, maybe not. It wasn't immersion breaking for me to be honest, and I couldn't even maintain a smooth framerate my entire playthrough (I'd need 120fps for that)
I had 0 problems and had to do 0 tweaking..

im also playing in 5760x1080 so I dont know if that makes any more of a difference but it just looks amazing on three screens.
That's weird man, I havn't had anything like this.
I've had multiple enemies and 2 Patriots on screen at once with steady FPS.
I can't think of any tips other than get the latest nVidia drivers.

Ive got 2 gtx 670 in SLI and i5 3570k OCd to 4.5ghz and I still have micro stuttering from time to time. The loading screen and when im looking around trying to track the baddies that it sometimes drops in frame rate. I havent dont any kind of mods to the ini file. if you have some tips please do share.

1. SLi by it's nature indroduces stuttering 2. 5760x1080 on 2 670s in sli... no ♥♥♥♥ you have stuttering. How much vram do you have (not in total but usable if you have 2GB cards then you only have 2GB of vram since it has to be mirrored across both gpus). At 5760x1080 with only 2 670s at high to ultra settings then hell yeah you're gonna experience issues.
If the game has to render across a resolution larger than 1920x1080 it's going to significantly increase the amount of graphic processing power you need.
