Anyway, headshots do critical damage to 'her' and Devil's Kiss helped me alot. (sniping works) On the graveyard there isn't much cover, so you will probably have to keep moving. Just hit her whenever you get the chance, don't waste too much ammo on the rest if you can help it.

I was feeling kind of ambivalent about this game. Graphics are pretty and the multimedia is excellent, sure. But it lacked the philosophical queries of BS1 and BS2, and the choices in-game felt much more limited. Gameplay felt like a lot of easy mook action followed by guaranteed-death Boss battles until you figured out the map layout.
Lady Comstock's Ghost was the one boss battle where I couldn't figure out how to succeed even with the multiple resurrections game mechanic. I literally ran out of money, and then ran out of momentum and interest.
I'll have to add this game to the list of "Games everybody else loves but I just couldn't get into". Alongside Half Life 2.
So using things like Shock Jockey and Devils Kiss traps can be useful. But it has been a while since I beat the ghost.
It's actually a really easy fight.
