Go to section "GUI scaling on high resolution displays"
Locate and open file XUI.ini file in text editor (notepad for example).
Locate line MaxResolutionUpScale=0.0 and change value to something between 0.0 and 1.0.
You can go much higher than 1.0... on my 2560x1440 monitor I set it to 9.0 to get the subtitles to my liking.

font size and high resolution never went hand in hand.
higher resolution = smaller fontsize !
yet bioshock here from 2013 clearly proves it's perfectly possible to not be that way and implement an easy enough work around.
why is it that in 2020 we are still dealing with the ever redundant high res = small fontsize....
just look at the latest hitman, can it get any smaller ???? ( they just throw away 70% of their screen with empty void and then have the smallest text ^^ )
the witcher enhanced is also a mess on higher res, there used to be a good work around mod for it, but it's been taken down quite a while ago.
So manny things that would benefit from this.
or at the very least have everything that's on unreal be defaulted with this...
maybe other engines can't do it, although that would be really sad Ö
