pre load location?

HI all i just noticed that you can preload bioshock infinite but when i go to preload it does not give me a option where i want to install and it just installs it on C:. I have 2 hard drive one small 160GB SSD and 2TB HardDrive. I have installed steam it self on my small SSD and then install the games on my 2TB HardDrive. But preloading does not give me an option for this like games already released any ideas?. Thank.

Uninstall steam, then install Steam on the drive where you want to install, or link Steams depotcache folder to a different drive
