Does it still count as a pre-purchase if i buy it now? Will I unlock the pre-purchase rewards?

It will unlock pre-purchase rewards untill it is released, so you have a few hours left, but not much, and of course you'll only get steams rewards if you buy it from steam (and others if you buy it from others)

the pre-purchase awards can be played before bioshock is released
you can start after you downloaded and installed them
