Steam pre-orders got only the "Industrial Revolution Rewards pack" of the Columbia's Finest package. Some parts of that DLC are from other pre-order deals.

No, I'm not wrong. Columbia's Finest combines a lot of separate deals. The Industrial Revolution Pack was only one of them.

So, a person who pre-ordered BioShock Infinite only got some of the content from the Columbia's Finest DLC. Not all of it.
