Radar Range in Burial at Sea

How do I get it? Im looking for the combination everywhere I go, but I cant find it.

Combo is revealed in an audio log. I think it was 3958.. Not 100% sure.

If I remember correctly, the Radar Range room itself was in a restaurant building, and the audio log was in the huge room that was connected to the restaurant, so from the Radar range location, backtrack up the restaurant, exit out of its doors, and look around in that area.
