Solved,
go in the bioshock infinite directory and find the path :
\binaries\prerequisites\directx_jun2010_redist and launch the dxsetup.exe
It will install some (i think old) direct x file (9 or 10?) and after the pc restart you can launch the bioshck infinite game.
In the game remember to set to ULTRA setting if you want to have the dx11 features. In default setting the game is launched at normal setting
Specs:
Asus RIVE, i74960x, 16Gb RipJawz 2133Mhz, nV surround setup (6040x1080)
So i'm pretty sure that my system can run it.
It could be the Nvidia drivers:
"This is solved. I have the GeForce Experience installed and used their "Update Driver" feature in there to update to 314.22 a few days ago. Last night I ended up downloading the 314.22 drivers from Nvidia.com and re-installing them manually (no uninstall/re-install, simply running the exe again). During the install there is an option to perform a 'Clean Install'. I selected this, rebooted, and now the game runs fine. So for me the solution was to manually install the 314.22 drivers from Nvidia.com and select the 'Clean Install' option."

Had to uninstall, delete the folder and reinstall.
I think i had some 3D fix/mod in the folder.
no mods or extra stuff added
