It takes place just before the 1958 New Year's Eve Riots.
But thinking at all the "Constant and Variables", time travels, parallel universes, Comstock older than Booker, and such - and since Booker is about the same age as in Infinite - I still wonder.
I don't know...this game is a ♥♥♥♥♥♥♥♥ when you start thinking about all the universes and such.

There was the ticket office, the incident with Slate, New York or Paris, Fitzroy and the things that happened to her near the end of the game.
Also Booker left Elizabeth alone again in the multiverse at the end of Infinite, when he walked through that final door.
So Elizabeth has toughed up. She also knows exactly who this Booker really is and what he has done.
This is also an exploration of just where Comstock ends and Booker begins.
I see. And it makes sense. She has experienced a lot of things, probably become disillusion. She was very caring (and naive?) in original Infinite, and believe the best in other people. But now, she had seen all the bad things, people also can do, and have now become a tough and harsh person.

As for what Elizabeth has been up to since the end of Infinite, we may get more answers in Burial at Sea part 2. Will we get to see flashbacks and memories from Elizabeth’s perspective?[\spoiler]
Whoa whoa whoa...Booker is 34 years old during Infinite, Burial at sea takes place in 1958...he'd be 80 years old if he left to go tp Rapture when Elizabeth went to Columbia.
The Lutece's used their Tear machine to send Booker to Rapture in the future, in an alternate Universe.
