Booting up problems/ NEED HELP!!!
whenever i try to start up the game a sub window pops up that says its completing installation and then it says i need to restart steam and when I restart steam nothing happens

I had that once with a steam application, rebooting my pc after any installation solved it you might try that.
Just be sure:
Do other games boot normally?

Does manually booting B:I work?
By default installed here:
C:\Program Files (x86)\Steam\SteamApps\common\BioShock Infinite\Binaries\Win32

I have this problem with left 4 dead 2 as well but everything else works fine

so i tried booting it manually as you said and when i did that it said i was missing program steam_api.dll

Seems to me your game is not installed correctly, it's clearly missing important data. It should have repaired itself by now through syncing. But I think this requires steam cloud to be running, not sure if you have that on or off.

You can also do it manually, try this:

- Go to your games library.

- Right click on BioShock Infinite

- A menu will pop-up, and select "Properties" at the bottom.

-The properties window will open. Now select the 3rd tab called "Local Files"
You have 4 buttons there, try the last one that says: "Verify Intergrity of Game Cache"

This might take a while but it should check and fix your Bioshock game.

That's a shame. I kinda hoped that would have fixed it.
As a last ditch effort you could delete the cache files of those games and from Steam itself.

Or try reinstalling Bioshock:Infinite, if that ain't work try reinstalling Steam entirely.

Ah to bad it didn't help. Well those are the basics to get it all synced out. I'm no techincal guru so I'd recon your problem is beyond my knowledge. Hope someone more computer-smart then me responds. Otherwise you would want send a Steam-Support ticket regarding your problem, or check the official forum.
