Anyway, why not just ignore the safe? Not like it's necesarry to progress. If you're absolutely hellbent on it and can't find any lockpicks anywhere, there's a place around there that lets you farm infinite lockpicks I think, this is the area where you get shock jockey right? On your way back after getting it you should encounter a fireman, he drops a lockpick and respawns if you go back to the hall of heros again.
I've had it happen twice.
What I'm really looking for is the Shock Jockey. I've seen videos where you get it from Slate - but he's not in my game.
