I just want to confirm that the above occurred for me with BioShock Infinite. Scroe is right. Copy and paste the "xx.vdf" file in root of game directory so that it has "-copy.vdf". Delete the original file. Then run the game. The game starts instantly and I've tried several times with same instant run success. You'll note that the game start process will load another ".vdf" file. I'd leave as is and remember if you have issues with DirectX in future just delete the new .vdf file and remove "- copy" from the original file that forces the reinstall of DirectX.
