1999-mode gets unlocked once you finish the game.
EDIT: It's a difficulty that far surpasses 'Hard'.
The "Early Bird" content won't effect you, as the majority of items you will swap out in later portions of the game. No worries, just enjoy the beautiful game that is Bioshock Infinite.
Play Clash in the Clouds (DLC) for about an hour straight. Then you will welcome the searching and storyline mechanics. It's all run and gun, with objectives and challenges. Also, very difficult.
Also, the Bioshock franchise has always been about searching, exploring, and accomplishing small goals to better capture the story essence and narrative.
