hall of heroes gandola not working (stuck in combat)

It says I cannot use the gandola in combat, but I've checked the area for about 50 minutes now. No signs of life. I wandered into some bathrooms and killed two goons and thought those guys were it, but I came back out and was still stuck in combat.

Did you find the secret room? After you come out of that there are two guys in the bar, then two more outside.

is the secret room the vox populi rebellion one you get my tipping the hat? If so yes, I did.

Yes. You don't ride a gondola to the Hall of Heroes, though. You pull the lever to clear the skylines and then ride them up to the Hall. You will have to jump from one to another. If you shot four soldiers after the Vox room you should be cleared to go. I can't think of anything else that might be holding it up.
