Most critics considered Elizabeth the protagonist, at least from what I've heard.
Her character is developed throughout the entire game. Bookers character grew slowly until the end.
Elizabeth makes the most important choices in the game. While both characters are almost equally big, I consider her the star of the game.

Absolutely. Game have a two protagonists..
But the Lutece’s and Comstock have kind of seen these events already. The Lutece’s are trying to make the ending happen, while Comstock is trying to stop it.
By the end, Elizabeth is calling the shots and Booker is following her lead, as Liz tries to come to terms with and resolve her situation.
