killing enemies/looking around can give you money/eve but the game wants you to stealth instead of killing everything in sight and doesn't provide the tools to kill everyone so you can't look around to get that eve/cash since enemies roam or stay in a specific spot which happens to have valuable items
Upgrade it and use it only to wait enemies out or to check where they are. That way it does not use any eve at all. I hardly ever used it to move around.
If you think Elizabeth actually have a chance against every Splicer and Big Daddy without Booker around, then you're sadly mistaken. If you have a small amount of ammo or EVE, make the most of what you DO have. It WILL matter. If that Smoke Dart you have isn't useful now, use it as a last resort. Will you benefit from using Possesion on a Turret or a Vending Machine? It isn't like the main game where ammo and money were plentiful and you had to kill everyone in the area to progress the story and go to the next area.
I think the problem here is you're comparing it too much to the main game. In the main game and BaS Ep. 1, you could go into a fight, guns-blazing and Vigors ready. With this though, you can't do that. You have to take your time and be conservative. If you do that, you'll be facing the death screen a lot less and you will have a lot more fun with this.
Oh, and for the record, Peeping Tom does NOT eat up your Eve. If anything, Bucking Bronco from the main game and BaS Ep. 1 uses more Salts/Eve than it, and that's saying something.
This is one of the things that seriously pissed me off about Burial at Sea. In the regular Bioshock we got tonics Gather's Gardens so we could get eve bonuses. None of that is in Burial at Sea. Yet another reason Burial at Sea was ♥♥♥♥.
You are supposed to hold left Ctrl when you land to avoid being heard, that way you can land even right behind the enemy and knock them out (there is even an achievement for that).
Anyways, here is a playthrough on 1998 difficulty (where you can not use any weapons like shotgun and resources are even more scarce), just scroll to the part that is giving you trouble and see how it is completed, the game really does not give you a lot of trouble.

That is true what you say about Absolution. The only problems I had in this game is at the start after Liz jumped from the vent, sneak behind the first npc and cannot kill with bare hands. After I done a bit of research and customise my keys, I have no problems afterwards. I'm not an offensive player but a defensive player. Before any action I do, I study my surroundings before I do my next action. In this expansion that Bigdaddy is my big obstacle. I know my characters weekness and her strengths. I could not go toe to toe with the bigdaddy but I can whack those spicers in a surprise attacks however if I do get spotted, I had the handy crossbow for distance shots and the melee for close combat. No need to panic. I kept a cool head about it.
I died a dozens time in the game but I learned from my misstakes.
Good on you mate. Just like I wrote - you can run past some of the enemies. Also, I could stay hidden indefinitely from those flame splicers when they did not see me disappear and did not stumble into me.
On 1998 playthrough I hid in the little room downstairs (which you have to unlock) and waited there while invisible. They did not even enter, so I just started killing them one by one. I do not remember the regular walkthrough, I think I just fought them, shotgun and all.
