If you mean the market, then yes. If you steal from the ice cream shop cash register or the heater replica in the gift shop, the police will turn hostile against you and the civilians will start running. However, after you try to board the first lady, a firefight will break out anyway, and you will be free to take the items. In the Fink shipping area where you are first dropped, walking onto a certain cargo ship with a club-wielding man on it and staying there for a few seconds will cause everybody to attack you, same as stealing from the officer's room(there is a safe and gear in there, so I would highly reccomend it). As I said above, the people in a small shantytown corner will attack you if you take their money or infusion(again, highly reccomended). Same thing with the people in the graveyard shift(the bartender will take out and ♥♥♥♥ a shotgun if you go behind the bar, but as far as I know, he does not attack until you take something).
Keep in mind that firing anything, including possessing a vending machine for silver eagles, in the sight of or near to any NPC will cause that whole area to attack you. This never has any negative consequences on the outcome of your game, however, unless mausers and police batons are your kryptonite.
