Is it a good idea to Stealing things?
I came across in-game tool tips "Stealing may have consequences" What are the consequence? Does it affected ending? Is it good idea to steal in 1999 mode?

I don't think so. In 1999, you're gonna need whatever you can get your hands on.

With the exception of my first playthrough, I've always stolen the money. It would be cool if there were changes in the story based on whether or not someone takes or does not take the money, but those changes are not in the story.

There are no repercussions for stealing other than being shot at by the cops, and most of the time the area turns hostile against you anyway. And there are only about two or three places where stealing is even an option. Might as well also warn people, there will be a place in shantytown with an infusion and some silver eagles. Only the silver eagle purse is marked as stealing, but taking anything from that area results in the people turning hostile. All they have are two pistols, so it will not even be an issue.

I think there is one segment near the hall of heroes part where there are friendly NPCs that become hostile if you steal stuff.

If you mean the market, then yes. If you steal from the ice cream shop cash register or the heater replica in the gift shop, the police will turn hostile against you and the civilians will start running. However, after you try to board the first lady, a firefight will break out anyway, and you will be free to take the items. In the Fink shipping area where you are first dropped, walking onto a certain cargo ship with a club-wielding man on it and staying there for a few seconds will cause everybody to attack you, same as stealing from the officer's room(there is a safe and gear in there, so I would highly reccomend it). As I said above, the people in a small shantytown corner will attack you if you take their money or infusion(again, highly reccomended). Same thing with the people in the graveyard shift(the bartender will take out and ♥♥♥♥ a shotgun if you go behind the bar, but as far as I know, he does not attack until you take something).
Keep in mind that firing anything, including possessing a vending machine for silver eagles, in the sight of or near to any NPC will cause that whole area to attack you. This never has any negative consequences on the outcome of your game, however, unless mausers and police batons are your kryptonite.

Well, even on 1999 difficulty, they will not be much trouble to you. I attacked them all and did not have much problems. Also, the money she throws to you is not just random. There is a recharge for when she throws you stuff(as you can tell through her combat dialogue). The same applies outside of battle. When the charge is complete, she has a chance to toss you a random amount of money upon using a vending machine(just using it, you do not need to buy) or picking up money from other sources. So keep in mind there are triggers for it.

The Heater replica is gone at that point in the game, I'm pretty sure, so you'll have to take it the first time you enter Soldier's Field and trigger the hostiles or wait until later in the game.

Well, the first time I played, the replica was up for grabs even after I came back from the hall of heroes.

Really? Hm, I didn't see it when I got back, then again, I am playing on 1999 mode, but I didn't know that they'd change that.
