Can you buy upgrade of weapons or vigor or nah for the achivement?

As long as it's not the dollar bill machine itself I think you should be good. Although in my playthrough to get that achievement I avoided every machine out of fear that I would ruin my progress XD

Yes, you can upgrade vigors and weapons. Just don't buy anything at a Dollar Bill. sm

1999 mode and 1998 mode are easy to beat without using someone save files. The really hard achievement to get is. Getting all blue ribbons. That one has to be one of the worse achievement to ever try to get.

And FYI there is one dollar bill machine you pull in from a tear that only sell weapons upgrades unlike all the other machines. You can safely purchase the upgrades from that machine and still get the achievement.

Disagree with this one.
Unlike many other survival modes I played, in this one you actually get to save and upgrade gears. Which make stupidly easy to obtain once maxed out.
