1. NVIDIA Control Panel
2. Manage 3D Settings
3. Click on the Program Settings tab and find the Bioshock Infinite entry in the drop-down
selection.
4. Find the 'Shader Cache' setting on the right in the 'Specify the settings for this program'
section and select 'Off'
This SHOULD fix the problem for you. It did for me.
NOTE: The reason why stuttering is occuring, is because the game is not able to take full advantage of the VRAM on newer Graphics Cards by default. So, some tweaking is necessary.

Go to your Steam library, right click Bioshock Infinite, click properties, click the local files tab, then click browse local files.
In files go
Engine>Config>Engine.Ini
Open Engine.Ini and click CTRL+F, type: "poolsize" and then where you see poolsize=140 change to whatever amount of RAM you have -800. For example, I have 8gb of RAM so I would do 8000 (because it is in MBs) -800 so I would replace the default 140 with 7200. Then save the files edit, close out and right click Engine.Ini this time, click properties, click Read Only.
After this once again go back to Steam Library, right click Bioshock Infinite, click properties, this time go to launch options and type this in: -ReadTexturePoolFromIni
I did this and the game is much more enjoyable now. I went from walking into a new area and the game being unplayable for a bit to now playing on ultra buttery smooth. Please tell me if this helped you!
This didn't work as well for me. Your mileage may vary.
The only way that I found is to play with the textures in low, in that way I don't have the stuttering, but it's really depressing playing this game in a GTX 1070 with the textures in low.
