Performance Issues
I have currently played through an hour of the main story and have been having considerable hitching issues. At first I assumed it was due to v-sync (framerate lock), and turned it off to get around 144 fps to 130 on average, however when turning quickly or loading into a new area, I get super noticeable hitching. It stutters, and breaks the game for me I hate it. Here are my specs.

Processor - Intel Core i5-7400 CPU @ 3.00GHz
Video Card - Intel HD Graphics 630
Video Card #2 - NVIDIA GeForce GTX 1060 6GB
Ram - 16 GB
OS - Windows 10 64 bit
I'm not sure if there is anything I can do to ensure I get a smoother experience. Returning to locked frame rate only continues the hitching as it will go from a smooth 60 to sudden drops to 44 within a second out of nowhere. I can understand major frame drops when loading a new area, but when I'm just turning the camera it becomes a major annoyance. Also when indoors I drop alot of frames for some reason at random.

Intel Core i7 6700 3.40ghz
GTX 1070 - 8GB
16 GB RAM

1. NVIDIA Control Panel
2. Manage 3D Settings
3. Click on the Program Settings tab and find the Bioshock Infinite entry in the drop-down
selection.
4. Find the 'Shader Cache' setting on the right in the 'Specify the settings for this program'
section and select 'Off'

This SHOULD fix the problem for you. It did for me.

NOTE: The reason why stuttering is occuring, is because the game is not able to take full advantage of the VRAM on newer Graphics Cards by default. So, some tweaking is necessary.

Already tested the guide and it helped a little but didn't solve the problem entirely.Guess i'll just have to tweak it.

Hey I am glad to say I had the exact same problem and I found a fix!
Go to your Steam library, right click Bioshock Infinite, click properties, click the local files tab, then click browse local files.
In files go
Engine>Config>Engine.Ini
Open Engine.Ini and click CTRL+F, type: "poolsize" and then where you see poolsize=140 change to whatever amount of RAM you have -800. For example, I have 8gb of RAM so I would do 8000 (because it is in MBs) -800 so I would replace the default 140 with 7200. Then save the files edit, close out and right click Engine.Ini this time, click properties, click Read Only.

After this once again go back to Steam Library, right click Bioshock Infinite, click properties, this time go to launch options and type this in: -ReadTexturePoolFromIni

I did this and the game is much more enjoyable now. I went from walking into a new area and the game being unplayable for a bit to now playing on ultra buttery smooth. Please tell me if this helped you!

Didn't work for me too.

The only way that I found is to play with the textures in low, in that way I don't have the stuttering, but it's really depressing playing this game in a GTX 1070 with the textures in low.

Didn't work for me too.

The only way that I found is to play with the textures in low, in that way I don't have the stuttering, but it's really depressing playing this game in a GTX 1070 with the textures in low.

Try the suggestion I made a couple of posts back.

Is that a laptop? Try dissabling SLI if it´s enabled and make sure the game is using the GTX. l was using AMD´s crossfire and when l dissabled it the game ran much better and with 0 stuttering. l also did the pool size trick so maybe it worked in combination.
