I consider the prime era of gaming to be from roughly 1998-2008 when games where made by actual gamers who put their hearts and souls into their projects with passion. The fall off and difference between games between 2000 and 2008 was a pretty steady landslide of accesible catering to masses. However after 2008 games where seen as nothing more than business models for profit. So i agree that sure bioshock was a regression of its source material however by 2013 when Infinite was released, gaming had become an entirely different corporate beast and Infinite directly reflects this fact.
Its not a sequal but its based on the same underlying elements of System Shock in fact they are similar in alot of ways. Unlike Infinite.
First of all Irrational games (maker of Bioshock series) are made up of ex Looking Glass devs.

The fact that system shock was a materpeice and that Infinite was trash. Everything else was somewhere inbetween. Infinite isnt just a bad game it ruined a legacy.
