It's more like the general opinion if you discuss bioshock with friends or somewhere online. Not really about the ratings, which always flux between bias and actual reviews. It's always "I miss Rapture" or something about the older games. Infinite is different in its approach and some of the gameplay, but otherwise it's in the same vein and flavor. People are just sort of blinded by nostalgia, they hate change, and they hate new ideas when it comes to their favorites. Infinite is fantastic, but it ain't for the super die hard "Muh rapture" fan boys.,
Personally speaking, BS1 having a setting in Rapture is the better suited horror game of the series. BSI is more like an action FPS with occasional jump-scare moments. That said, it doesn't mean BSI is bad at what it's trying to achieve and the story sure as hell is compelling.
