Report a translation problem
Other things to note, the game isn't running in full screen and when I select run as administrator, it seems Steam and the game have a conflict on who is suppose to run the game, and the game doesn't run at all. An absolute first for me.
Should I reinstall my Windows then?
There's another way that was fairly simple, but I can't remember how it works. You go into your audio settings and create an virtual audio device or something like that. I wish I could remember but the first one works for sure. It can be a USB headset or something too, just plug something in.

Edit, whoops sorry, I was talking about original Bioshock. I don't remember THIS game having an audio problem. When in doubt, disable your surround sound and set your PC's audio to Stereo ( 2 speakers ).
right click on the speaker icon on the bottom right of your screen and choose "Open Sound Settings"
Scroll to the bottom of the settings page
Click "App volume and device preferences"
Change the output device for BioShock Infinite to the one you wish for it to use
Close both the settings and the game
Relaunch Bioshock Infinite and enjoy the sounds of murder
