In the monitor use the top left SteamVR dropdown and pick Settings.
Go to the Audio section and see what your "Set Record device to" is.
If it is set to "Do not change device" it will use your system default, you have to change this to have it swap to your HTC Vive microphone.
At the bottom you can set what SteamVR should swap back to after exiting VR.
you can also use the SteamVR addon tool "OpenVR Advanced Settings Overlay"
download:https://github.com/matzman666/OpenVR-AdvancedSettings/releases/download/v2.5/OpenVR-AdvancedSettings-Installer-v2.5.exe
if you installed this, you can click steam button on your vive controller and in steam vr overlay you have now "Advaned Settings" button and in this menu you can click "audio" and change all audio settings in VR... Very Good tool ! but you need to restart the game to apply the settings
