If you can't save your games, you just need to create an account first... either online or offline... your choice. (creating the offline account is easier)
If it's not updating properly, check your firewall settings. Try uninstalling it and reinstalling.
Once you get WIndows live setup, it shouldn't require much from you after that. Just remember to let it log on (when your game is starting up) before you will have access to your save games.
Don't blame Valve for this extra step, they didn't write the game, they didn't choose the DRM used. They just sell the game to you.
Windows Live is way different from Xbox Live.
I totally agee.... Windows live really pisses me off.
Now I have to make an Live account to save my game.... If I had known that this game use Live, I would never have bought it :-(

ARRRGGH... could'nt save my game, cause M$ Live had an opdate!!!
Worst sh*t ever!!!.. this is the first time and the last time I will play a game that uses Microsuck Live.
Actually Live is not the most annoying one. Wait until you buy some games from Relic Entertainment (Company of Heroes) and go through the sign up for that if it goes wrong (very painful).
They're both hidden in the recommended specs section instead of 3rd party DRM where everyone else has it. Because they know the haterd against both DRMs.
In short: it's like Ballmler at MSFT.
There is a warning on the store page but it should be made more obvious, as it detracts from the purchasing experience to have to keep an eye out for ♥♥♥♥♥♥♥♥ superfluous DRM, let alone the poor bastards who are unexpectedly stung. It should be a safe assumption to make that logging in to Steam is all the DRM we need to play a game purchased via Steam. Perhaps these requirements will be patched out of Bioshock 2 at some point, as has been the case with some other games. Until then, no sale and keep reading the fine print.
