Bioshock 1 & 2 are definitely FPS games with just some minor puzzle and roleplaying elements to them. There's story, skills that you can improve, and you get some choice at your ending. However, it still plays and behaves like a standard shooter or an action game.
Fallout 3 and New Vegas are open-world RPG games that follow the Fallout storyline and lore. The games use the engine that Bethesda used for Oblivion. The games do use first person viewpoints and you can aim down the sights with your guns. However, the games feature XP, levels, and skill points. There are multiple endings and you can pick who you want to help or hurt in the games.
