I think BioShock 2 is the game where overall gameplay is simply the best. I can't say I miss the crafting in BioShock 1, and I prefer the QTE hacking.
The story in BioShock 2 also differs a lot from the other two BioShock games. Where as in 1 & Infinite, the story is quite a lot more philosophical; it's about societies and circumstances as well as the consequences of it.
BioShock 2 on the other hand is more about the people living under such circumstances, and it focuses more on their lives. The story is more of a romantic one (yet father/daughter instead of lover/lover). Hard to pull off well, but I say they've managed it!
And that is why I like BioShock 2 the best.
That's exactly what I love about it :D
As for the story, it was very good in my opinion. It's interesting that in the previous game, it was all about the main character having no real free will, while in this game, you could say it's the other way around: Delta is, for all intents and purposes, a thinking human being, and that, in my opinion, is even better considering that he was supposed to be one of the mindless brutes defending the Little Sisters.
I don't know, it just felt more personal to me, and that's why I loved it.
