Report a translation problem
Go to your steam game list, right click on Bioshock 2 and then on "properties".
Enter the tab called "DLC" and check if you have Minerva's Den. If you do, check that the "Installed" button is checked.
If in the DLC tab you don't have "Minerva's Den", then we have to figure something out on the store page and the like.

I checked it and it was blank. I also went to ingame menu "extras" and there I found only "Protector Trials".
Got the same vibe from the shop page. Googling didin't do any good(Atleast first five searches).
It seems that i mistook my earlier googling about this matter with the free DLC for owners of BS 2 that happened in 2013

But this doesn't still explain why i can't purchase or download the DLC
Same thing here. I tried to click on it (even though I have it), and nothing happens.
I also checked my game list and "Bioshock 2 - Minerva's Den" DLC doesn't appear like the other DLCs.
Damn ... well I hope you'll be able to get the DLC you want.

I don't know if 2K or Steam will be responsive on this. I hope they do.

So, I did it once a long time ago. It wasn't for the same sort of issue but who knows.
I'm not sure it's the right thing to do though ...
Actually, I can't see the price on the Minerva's Den DLC page. Maybe it's free for everyone and you need to "repopulate" your game list to make sure it's all good.
It's a wild guess.
I'll post if I find anything else.
As for why it can't be bought recently (neither the game nor the DLC), I have no idea.
I'll send a message to steam support(mayde should have done it in the first place)
