Is it taking place before or after the fall? Buildings have been flooded after the fall, so it would ultimately be more limited in space. And no new buildings would be built after the fall for "expansions". Then there would be maintenance of the servers and monthly subscriptions for such. As much as I love the games, I don't see a huge following for an MMO. More single player, and maybe multiplayer coop/deathmatch styles like Bioshock 2 had would be more likely. But you're free to dream. If you can come up with the idea and can pull it all together, pitch it to an investor or fund it yourselves.
