should be able to. go to the steam launch options for this game and type in "-dx10" (minus the
quotes). You can also set dx10 in the options menus in-game. You'll also need to see my post here:

Other things you can try:
1. Update your video drivers.
2. Set compatibility to windows 7
3. Set the bioshock 2 executable to run in administrator mode.
Once you have dx10 running, you might have issues with the game crashing, that's what
my post is about, you'll have to uninstall a platform update to get it running properly.
If you try everything and dx10 mode still crashes, you'll have to go back to dx9 mode.
